How Meta’s message fees work
Meta charges for each delivered message, based on its category and the recipient’s country code. A customer service window opens for 24 hours each time a customer messages you. Inside it, you can reply with free-form service messages and utility templates, and both are charged from October 1, 2026.

- Templates for a specific customer request or transaction: order updates, receipts, delivery alerts and billing reminders.

- Templates carrying one-time passcodes for login, verification and account recovery.

- Marketing template
- Business-initiated templates that aren't utility or authentication: promotions, offers, launches, surveys and re-engagement.

- Free-form (non-template) replies sent inside the 24-hour customer service window.
- $0.0040 /message
- Service messages: the first 1,000 per business phone number each month are free. After that they cost the utility rate, with no volume discount. The allowance resets monthly and doesn’t roll over.
- Replies from a person or a third-party AI (including Intelli’s AI assistant) are service messages. Meta’s own Business Agent is billed separately, at $2.00 per 1M tokens.
- Messages inside a 72-hour free entry point window (from Click-to-WhatsApp ads) are free.
- Utility and authentication volume tiers can lower your rate at high volume. This estimate uses list rates.
- Meta bills message fees to your WhatsApp Business account. Intelli doesn’t add a per-message fee.
